I have the honour to enclose for your information the attached correspondence and to ask for instructions in the matter, as I am not satisfied as to the expediency of giving these facilities to any Foreign Navy, especially as, to remove the Ammunition from the Colonial Magazine, boats crews have to be landed on Stonecutters Island near the fortifications. France has her own port at Saigon where the ammunition for her Fleet could be stored.

This considered by the Colonial Defence Committee at their meeting of 17.10.01 and I enclose copies of their Memorandum No 278 M for distribution if approved as follows : – Colonial Office 1 for Govt. 2 Admiralty (including 'for Naval info') 2 War Office (Colony Defence)
